Trustees of Sandwich Beaches 
Steering Committee Meeting 
Held July 8, 2013 at the Chew restaurant 
Attending: Elaine Tammi, Jeanne Ekasala, Bruce Wiksten, Susan Doyle, Sharon Schneider, Pat McNeil, Bill Collins,
Bill Boles, Linell Grundman, Irene Davis  Paul Schneider, Darrell Davis, Annette DiMascio, Laura Wing, Roger and Merylyn Mezitt, 
Debra Davies, Ginny and John Morse 
Mission Statement: 
To promote the restoration of our beaches, dunes, and salt marsh, and the protection of them 
from further erosion in order to preserve the natural beauty of our shoreline and historic town, districts, 
and boardwalk; to promote a balance of public access to the beaches and the conservation of their 
natural habitat; to ensure the long term stabilization of our beaches so they can be enjoyed for 
generations to come.

Feedback on Greg Sarno: 
  • Greg gave a presentation last month on techniques for rebuilding beaches using tubes that create wave disturbances eventually leading tosand being deposited on the beach rather than moved back out to sea. 
  • Irene and Darrell had dinner with him afterward 
  • We have not heard from him since. 
  • He may have represented a company that was not mature enough to follow-thru with what was presented.
Sandwich Fest and 4th of July: 
  • We got 350 signatures on our new petition 
  • Beach cleanup after the 4th was a lot of work. Beaches were covered with trash 
  • There was a huge back-up on 6A of people coming down. 
  • Less fireworks were on the beaches 
  • Bottles were exploding in fires and sending glass onto the beach that wasn't picked up. 
  • Can't be monitored or enforced. 
General Business: 
  • The town started a fee on boat slips ñ a new source of revenue for the town. 
  • Sandwich Hollow golf course fees were raised 
  • If we keep our beaches clean we may be more money from the town to maintain them. 
  • TSB would like to meet with the selectmen. 
  • We tried to get on the selectmen's meeting agenda to have a discussion about beach replenishment rather than a monologue and it is not allowed. 
  • Irene checked with Stephanie Cox on the chance of another large private meeting occurring between all parties involved with beach replenishment but Stephanie does not recall a commitment to a quarterly meeting and most likely there will not be another meeting any time soon. 
  • We have $4,578 in our treasury as of this meeting. 
  • We received a $1 donation during the parade. 
  • We must all attend the selectmen's meeting on August 8th when the beach management plan will be presented by the Woods Hole Group. 
  • TSB is advocating for: 
    • Hiring a coastal resource manager to advocate for beach replenishment and follow-up on requests made to the Army Corp of Engineers 
    • We want a beach replenishment fund made available through the town. 
    • We want to create an advisory group to the selectmen on beach replenishment issues. 
  • We learned a lesson from the gas line controvery along Service Rd in Sandwich. 
  • People concerned about the gas line met with 2 selectmen from the board and it turned into a 2 hour dialogue. Maybe we could attempt the same thing. 
  • Randy Hunt challenged the board on this and it made a difference. 
  • Linell Grundmen is trying to get the joint committee for environmental coastal caucus from the state level to meet here in Sandwich. 
  • Mass is the only state that doesn't have a coastal management group. 
  • In West Dennis, 800,000 people are committed to beach replenishment. 
  • To replenish our beaches it will take a debt exclusion of 5 million dollars at a minimum. 
  • We cannot get priority for beach replenishment because of the expense. 
  • There are signs beach replenishment may be moved up to the second position behind the new public safety building 
  • Comment made by Sharon: We have a golden opportunity to clean up our act along the beach front. More people would come and spend their money here if our beaches were cleaner and better maintained with even minimal services such as public bathrooms and snack bars. Our town is about tourism and it should be represented on every committee in town.
  • Our town is too tough on business. They can't make the town work without businesses here. 
Website discussion: 
  • We need to find a way for people to make a one time contribution to our cause. The set-up now only allows for recurring payments and people are getting billed once a year when they intended to give a one time amount. 
  • People searching the web should be able to give us money with a click of a button. 
  • We should be able to setup a shopping cart on our website to accomplish this. 
  • A third option is to have a page on the website that can be printed off, filled out and sent back with a check. 
  • We can also work through PayPal. They take 2.9% of the donation for the service unless we meet a certain dollar volume and then the rate decreases to 2.2% 
  • Bill Boles will contact Dave Hassler to find out how to set this up on the website.
Selectmen's meeting attendence: 
  • July 11 Laura will plan to attend the meeting 
  • July 25 Irene and Darrell will attend 
  • August 8th: everyone should attend to hear WHG presentation 
New Business 
  • Irene wants to setup the following committees. 
    • Government Relations Committee: Tammi, Darrell, Sharon, Irene and Arthur (Linell wants to work on this committee but cannot for another 6 months.)
    • Outreach committee (brochures, petition) goal is to get 5000 signatures: Pat is the chair of this committee with Bruce and Paul Schneider 
    • Sales committee takes care of everything that happens at events 
      • T-shirts 
      • Vision Picture 
      • Bumper Stickers ñ give to anyone who joins. 
    • Fund Raising Committee: Irene and Sharon 
  • Upcoming Events 
    • 375th town anniversary 
    • First Night repeated 
    • November 9th is Trivia Night 
  • We need to do another Beach Forum before the town meeting. 
  • Theme could be beach replenishment solutions. 
  • Consider submitting a non-binding warrant of a statement about need for a coastal manager. 
  • Consider creation another warrant stating we want 50% of the meals tax raised to pay to replenish the beach. 
Closing Comments: 
  • Action Items: 
    • Volunteer needed to manage the t_shirt sales. 
    • We need to find an advocate for our beaches and look into hiring a Coastal Resource manager or beach supervisor. 
    • Someone to follow up on improving the parking lot at the beach 
    • Website updates: 
      • Add the meeting agenda 
      • Add the meeting minutes
    • Contact the State Office of Coastal Management. 
    • Contact Jim Mahala of the Department of Environment Protection for information. He is a coastal geologist. 
    • Contact Rebecca Haney of the Coastal Zone Management (CZM). 
    • Contact Bruce Tarr who is very close to the Plum Island replenishment projects. 
Next Meeting August 12 at the Chew Restaurant from 6:30 to 8:30.
