Steering Committee Meeting

Held Sept 9, 2013 at the Chew restaurant

Mission Statement:

“To promote the restoration of our beaches, dunes, and salt marsh, and the protection of them from further erosion in order to preserve the natural beauty of our shoreline and historic town, districts, and boardwalk; to promote a balance of public access to the beaches and the conservation of their natural habitat; to ensure the long term stabilization of our beaches so they can be enjoyed for generations to come.”

General Discussion:

  • Massachusetts Law states that any organization that is responsible for a structure that impacts the environment has to mitigate the impact of that structure on the environment. We found out this law does not apply to the canal because the canal is owned by the federal government.
  • We are interested in promoted the creation of a Coastal Resource Manager in our town. Dennis has a good job description for one as part of their beach management plan. Someone should look into what that is.
  • Chamber of Commerce is having a breakfast meeting on Thursday morning (Sept 12?) and the main topic is the effect of beach erosion on tourism and small business in town. Bud Dunham will attend this meeting. Public is welcome. Held at Daniel Webster Inn.

TSB Current Vision/Plan for Coast Management (still under development)

  • We support using 50% of the new meal tax increase to be used for mitigation of beach erosion. We may not be able to directly allocate tax increases to a cause, but we can request an amount of money out of the general funds to be used for a cause on a warrant to be presented at our next town meeting.
  • We will need 200 signatures
  • We will need 100 voting members.
  • We support presenting a non-binding resolution that we want the town to create a position of Coastal Resource Manager to oversee beach replenishment and management as described in the Beach Management Plan written by the Woods Hole Group.
  • We want to create a beach advisory committee that is broader than just educating the public. We should have stakeholders to help prioritize beach replenishment. This group would help the Coastal Resource manager.

More General Discussion:



    The government relationship committee headed up by Arthur will give us an update next month on a meeting with the ACOE.
  • What is needed to get a warrant on the docket for the town meeting.
  • To get a warrant on the next town meeting will require ‘boots on the ground’ asap.
  • We need to get 100 signatures from voters in Sandwich.
  • Special Town Meeting to be held in(Planned as of this writing to be November 18th)
  • Christine Gately will take charge of getting people to sign at the Stop and Shop on Sunday.
  • Annette will go to the Marshland on Sunday for signature.
  • Paul Schneider will go to the post office.
  • Debbie Davies will be at the Stop and Shop
  • Check in at the end of Sunday to see if we have enough signatures.
  • We do not have enough time to do another forum this fall.
  • We have been successful by getting 20% of the beach revenue to be re-distributed from the ponds to the coast
  • We need an updated flyer on our successes.
  • We need to take advantage of synergy of groups supporting groups.
  • We have to be careful not to frustrate the Chamber of Commerce with a lot of negative messages for tourists. Realtors are not that excited about what the erosion could mean to property values.
  • Ideas discussed about how to convince the town and the ACOE to build up the beach.
  • Couple building up the beach with economic development such as creating a ferry down the canal or building a motel/hotel
  • David Hassler put our vision drawing on our website.
  • There is a standing condemnation order for the boardwalk explained in a local paper. It means the boardwalk was opened temporarily and it will be closed again this winter.

Action Items:

  • We should put a summary of beach revenues on our website. This includes:
    • Real estate taxes
    • Tourist income has been calculated by the Chamber of Commerce

  • We need another forum in the Spring on Beach Erosion.
  • Get a warrant put on the special town meeting in November.
  • Arthur will do some research on the impact of the Flood Insurance Study and the new zoning that is a result of it.
  • We need to find an advocate for our beaches and look into hiring a Coastal Resource manager or beach supervisor.
  • Someone to get a good job description from the Dennis Beach Management Plan
  • Someone to follow up on improving the parking lot at the beach
  • Website updates:
    • Add the meeting agenda
    • Add the meeting minutes
  • Contact the State Office of Coastal Management
  • Contact Jim Mahala of the Department of Environment Protection for information. He is a coastal geologist.
  • Contact Rebecca Haney of the Coastal Zone Management (CZM).
  • Contact Bruce Tarr who is very close to the Plum Island replenishment projects.


Next Meeting October 21st at the Chew Restaurant from 6:30 to 8:30.
