Steering Committee Meeting

Held Dec 9, 2013 at the Chew restaurant

 

Minutes:

 

Attending:

Jim Rogers, Pat Rogers. Jeanne Ekasala, Bruce Wiksten, Sharon Schneider, Dorrie Grossmith, Bill Collins, Bill Boles, Jerry Collins, Irene Davis, Paul Schneider, Jane Logan, Laura Wing

 

Mission Statement:

 

“To promote the restoration of our beaches, dunes, and salt marsh, and the protection of them from further erosion in order to preserve the natural beauty of our shoreline and historic town, districts, and boardwalk; to promote a balance of public access to the beaches and the conservation of their natural habitat; to ensure the longterm stabilization of our beaches so they can be enjoyed for generations to come.”

 

General Discussion

  • Review of town meeting
    • Attempt to rescind the vote taken in the spring town meeting to allocate 20% of beach revenues back to the beach was voted down. Original ruling holds!
    • People on the stage at the meeting voted for rescinding.
    • General public voted against it.
    • Selectmen were criticized in the news paper.
    • Town govt raised the beach fees to cover the new expenditures. If they raise the fees they should add more services at the beach.
    • We passed a non-binding creation of a new position in town of Coastal Zone Manager.
    • We passed a non-binding request to allocated 50% of the new meals tax to beach restoration.
  • Information on Class Action suit.
    • Irene plans to meet with a lawyer from Montauk, New Jersey who worked with the town on a class action suit to sue the town government and the Army Corp of Engineers.
    • Mike Sheehan invited the lawyer but he had to reschedule for January 6th.
    • We must sue the town and not just the ACOE. If the town is found at fault they will have to sue the ACOE to get compensated for costs.
    • We would sue for negligence.
  • The canal will be dredged soon.
    • Where will the sand be put this time? Two positions are opening up on the board of selectmen.
  • We need to work on filling those with people that will support the beach erosion issue.
    • Ideas of people are:
      • Jimmy Ellis
      • Jack Vaccaro
      • Bob King
      • Paul Silvia (Finance Committee)
      • Mike Baker
    • Action Item: Irene to contact Bobby George
    • Someone to ask Bob King to come to our next meeting. He may have ideas for a selectmen in town.
  • The town government may be waiting for a disaster to happen before they do anything about the beach.
  • We need a champion – someone to look out for the beaches.
  • Sandwich TV: Irene will interview the coastal zone manager from Chatham.
  • Our Beach Management plan is now on the shelf. What is the town going to do about it??
  • Issue with beach vs. ponds.
  • There is a work camper program that allows 6 couples to come with RV's that stay near the water instead of paying rent. They make about $10000 a summer cleaning up the pond beaches
  • Mark Galkowski lives near the ponds so may be more invested in the ponds.

 

Plans for this year - 2014:

  • We all need to think about what we have accomplished so far!
  • We have to get two sympathetic selectmen on the board.
  • Jim Pierce has one year term for chair of the selectmen.
  • Bud Dunham (town manager) is appointed by the selectmen.
  • We should do another forum
    • Annualize the event.
    • Focus on Woods Hole Group Beach Management Plan
  • Provide maps of the beach from 1800 to today. WHG has maps of the dunes.
  • Take Back Our Sand march.
  • 375 year anniversary of Sandwich – where can we get involved?
    • Last week in July we will celebrate the 100 year anniversary of the canal.
    • Run by Bourne more than Sandwich
    • Sue Wentworth is contact in Plymouth
    • July 19th is an 1800 bash
      • Can Linell Grunmen's theater group put a skit together for this bash?
      • We can also have large images of the dunes to display
      • Do a clambake – get tent for that. Sell tickets at the Boardwalk Ball. Make this a fundraiser.
      • We will be doing something – high tide at 5:00

Closing Comments:

  • TSB has $2500 in the bank
  • Sweatshirts needed, long sleeves. We should sell shirts online. White and Grey shirts being made now. What happened to the sand colored shirts? People liked those!

 

Action Items:   (Prior)

  • We should put a summary of beach revenues on our website. This includes:
    • Real estate taxes
    • Tourist income has calculated by the Chamber of Commerce
  • We need another forum in the Spring on Beach Erosion.
  • Arthur will do some research on the impact of the Flood Insurance Study and the new zoning that is a result of it.
  • We need to find an advocate for our beaches and look into hiring a Coastal Resource manager or beach supervisor.
  • Someone to get a good job description from the Dennis Beach Management Plan
  • Someone to follow up on improving the parking lot at the beach
  • Website updates:
    • Add the meeting agenda
    • Add the meeting minutes
  • Contact the State Office of Coastal Management.
  • Contact Jim Mahala of the Department of Environment Protection for information. He is a coastal geologist.
  • Contact Rebecca Haney of the Coastal Zone Management (CZM).
  • Contact Bruce Tarr who is very close to the Plum Island replenishment projects.

 

 

Next Meeting January 13 at the Chew Restaurant from 6:30 to 8:30.
